@BullDozier56 I think it came when you first started playing the game since they provide us with a few buildings right away. I did not see and do not remember if being a reward for any of the Milestones.

To the best of my knowledge, it is a building that is for parties and is included in your city as a starter. Hope the info. helps and good luck BullDozier 56.
