Is it more cost-effective to use gems to purchase buildings or to purchase building bucks for My City?
CW might sell a lot more Building Bucks if there was more incentive to buy them. Gems get a bonus when bought and have multiple uses. Building Bucks are for…buildings. Offer up a plan where you can get a bonus like gems then people might buy both Bucks AND Gems. Maybe….
Just buy gems, BB’s are just a bonus lol.

1 gem = 25000 building blocks.
There is no reason to buy building blocks unless you are gifting them.
So you can purchase a Tier 6 building with 50 gems or 1250000 building blocks or any combination of the two.
I find it easiest to just think of cost of buildings in terms of gems.

Yes use building bucks or if you get gems from your city try to keep track maybe on paper budget to spend half of gems you get in your city or find a friend to do building buck trade with,
For me, the only Building Bucks I use are the ones I get from the rewards or winning on SOR. Other than that, I use my gems almost exclusively for my city.
