As I understand it, it is what your city is worth, in terms of earnings that determines where you are in the Tier levels

Yes, your tier level is based on your city’s value, as well as what your city makes consistently.

The more profit you make, the more gem value your city has, will determine your overall tier level

Your tier rank is based on the cumulative coin-value equivalent of your city collections over the last 1-2 weeks. All coins and green prizes (charms, passes, and gems) count toward this ranking.

The total coin value breaks down as: Coin Value = Coins collected from city buildings + coins stored in charms + passes + gems. (For reference: 85 passes = 8.5M coins, and 85 gems = 8.5M coins.)

Each tier fills sequentially starting from Legend Tier #1 downward, with 56 players per tier. This means:

  • Overall rank #1 will be rank #1 in Legend Tier #1.

  • Overall rank #56 will be rank #56 in Legend Tier #1.

  • Overall rank #57 will be rank #1 in Legend Tier #2.

  • Overall rank #112 will be rank #56 in Legend Tier #2.

Consequently, if you don’t collect from your city for approximately 2 or more weeks, your rank will slide toward the bottom - or you may drop off the leaderboards entirely.
