Why do some cities have ' dark ' buildings ?

some big cities looks like they have lights on some of them yet some are ’ in the dark ’

I’ve been playing CW for 2.5 years, and I’ve only seen the theme VIP challenge reward twice.

I too have been on for the same amount of time as Elanor, and have seen the VIP reward of a “theme” for our city twice. My favorite is the Cloud theme. I love the little rainbows that are shown throughout. I would love to see more themes available as rewards sometime soon. I believe I’ve seen a players city that has a snow (winter) theme which I would love for Christmas time.

Wow! 8 different themes in 5 years? Do you mind sharing what yours are @APRIL_DIAMOND_62? Would love to see screenshots if at all possible! I agree, I’d love to see solid bright color themes along with maybe some holiday themes for Valentine’s Day, 4th of July and Christmas for example.
