The site always challenges when you try to trade Colden Monuments while evolving others, stating that they are rare. Other players also advise keeping them always. Why is this? They may appear to be rare statistically, but what is the benefit retained from not using them to evolve others? What’s special about them?

There is no benefit.
They are “Rare” because they do not appear as often when you “Monument Make”! I personally use (32) T6 Buildings every 4Days to “MonumentMake” (16) L1(T7) Monunents! Most times, I do not get a “Rare” one. I save the “Rares” I get for my purposes, but I do not think they give a Player ANY Special Advantage over other Players! To me, It is about what makes your City “Beautiful” and FUN!!! to you! If you need them for that, Keep Them! If Not, use them to make something you like! 
Remember, there is NO Monument or Building of the SAME Tier Level that is going to give ANY Player MORE than Another Player gets for the SAME Tier Level after the HMP is OVER. 
It is ABOUT the “GemValue” of your City, NOT the EXACT Monuments/Buildings in it!
