@SteveSunset @Crockle I still consider myself as a beginner, learning all the time.
A great deal of what I have learned came from the profile pages and old forum’s posts of people like @Night_Guy @cw2988 & Tickle - sadly that forum is no longer maintained and can’t be revisited. There have been others who have given me advice that’s proved to be really helpful and the practice of buying two tier six budlings, waiting out the HMP and then creating a monument from them is definitely paying off for me; not at break neck speed but I’m not in any hurry.

I agree the math doesn’t add up for upgrading while I’m trying to build my city rather than collecting. But what’s the point of upgrading to a monument, (before you can actually build 10 of them to then upgrade them) if the charm payouts are the same. I seem to get more charms by keeping all my level 6 hotels until I can upgrade to at least 10 monuments and then upgrade those.

Well, what I know is the Most Valuable Charm you can recieve from a Green Prize Box is the GoldCard with the Wine 2ND. As you Evolve your Buildings and Monuments your GreenPrizes will be More Valuable. You will get the 1CloverCharms, then 2CloverCharms, then 3CloverCharms and finally the 4CloverCharms (SurfBoards, Tonic, Wine, GoldCards)! 
But, you have to give enough TIME for your GreenPrizes to “Build Up”. It takes my L3s 22Hrs to MaxOut to the GoldCards/Wine. Before 22Hrs, I get Tonic/SurfBoards. 
I like to Collect My CityCoins and Prizes Daily(24Hrs) at about the same time, so my L3s provide Very well for me and I am Happy! 
I also do my Evolving, MonMaking and Building Replacement at that Time.
The L4s may MaxOut to the GoldCards/Wine Faster and Occasionally give more Gems/Passes but I am Happy to have (8)L3s instead, to Collect City Daily and to get my Gems/Passes from my TB! 
Also, the HMP on Buildings is 4Days and you get another 2Days when you Evolve them! So if you Buy (2)T6 EVERY Day and Start Evolving those to L1s after 4Days you have the HMP on your T6(4Days) and L1s(2Days) for 100Gems a Day! When you Evolve L1s to L2s, another 2Day HMP! Your TB will Reward you! When you can Afford to Spend More, Double it, 200Gems a Day! It is like a snowball rolling down a mountain and Also a Constant Building Program to keep your TB Strong!
